Berdasarkan kepada ingatan saya, saya yakin, semua prosedur dan proses perundangan telah dipatuhi berkaitan dengan rundingan dan perlaksanaan dua projek saluran paip yang dibangkitkan Menteri Kewangan, Lim Guan Eng hari ini.
Saya turut dapati Guan Eng telah menyebut kesemua bayaran yang dibuat kepada China Petroleum Pipeline Bureau (CPPB) adalah mengikut perjanjian dan bukan kepada pihak-pihak lain. CPPB ialah anak syarikat kepada salah sebuah syarikat terbesar di dunia dan dimiliki kerajaan China – China National Petroleum Corporation.
Kedua-dua projek saluran gas ini yang lebih ekonomik dan jaminan manfaat bekalan tenaga bagi Malaysia telah dirunding melalui asas kerajaan kepada kerajaan (government to government) dengan kerajaan China.
Saya dan Perdana Menteri China, Li Keqiang telah menyaksikan pemeteraian Perjanjian Kesefahaman (MoU) bagi projek saluran gas ini bersama beberapa projek lain ketika membuat lawatan rasmi ke Beijing pada 14 Mei, 2017.
Pada majlis yang sama, China turut memberikan komitmen untuk mengimport barangan bernilai US$2 trilion bagi tempoh lima tahun dari Malaysia, membuat pelaburan sehingga US$150 bilion di Malaysia dan menawarkan 10,000 tempat bagi latihan serta pendidikan untuk rakyat Malaysia di pelbagai institut di China.
Tidak lupa pula komitmen daripada kerajaan China membantu pekebun kecil sawit di Malaysia dengan pembelian tambahan minyak sawit daripada kita.
Saya mengalu-alukan penyiasatan secara telus dan terbuka terhadap kedua-dua projek ini, namun kita perlu lebih berhati-hati dalam membuat sesuatu dakwaan bermotif politik terutama melibatkan syarikat milik sebuah negara asing yang mungkin akan mencetuskan kesan negatif terhadap hubungan dan perdagangan antarabangsa Malaysia.

To my recollection, I am confident that all necessary process procedures and laws have been complied with in the negotiation and execution of the two pipeline projects raised by Finance Minister Lim Guan Eng today.
I also note that Guan Eng had stated that all payments were made as per agreement to the China Petroleum Pipeline Bureau, a fully-owned subsidiary of one of the largest company in the world, the China state-owned China National Petroleum Corporation – not to any other parties.
The two pipeline projects which will be of much economic and energy security benefits to Malaysia were negotiated on a government-to-government basis with the People’s Republic of China.
China’s Premier Li Keqiang and I had witnessed the signing of the Memorandum of Understanding (MOU) for the pipeline projects along with other projects while in Beijing on May 14, 2017.
At the same event, China had also committed to importing goods worth US$2 trillion over the next five years from Malaysia, invest up to US$150 billion in Malaysia and offer 10,000 places for training and studies in various institutes in China.
Not forgetting the commitment by China that assisted our oil palm smallholders and contributed to their income and welfare through the purchase of more oil palm.
While I welcome open and transparent investigations into these two projects, I believe that great care such be taken when making such serious politically-motivated public allegations involving foreign state-owned companies as it may have a negative effect on foreign relations and international trade.
